With Black Ops 2 the live gameplay videos users take in multiplayer league play can be streamed to YouTube with a verified account. The video will can also bring the total experience, by adding the player's webcam and audio commentary, if applicable.
These streams are also viewable in Call of Duty Elite. This means that if you're a member of the service, you can also click on user's names and find out stats about them such as their loadouts and other in game data.
Activision has said that there will be some restrictions with the live streams, but didn't specify what they would be. But I would guess having your junk flapping about is a big (or maybe small) no no.
Right now, today's announcement applies only to the Xbox 360 and PlayStation 3 versions of Black Ops II. The company did not mention the PC and Wii U editions.
